I'm submitting our first promotion for 20% OFF for labor day.
Just want to make sure this section isn't giving amazon permission to spend money on AD dollars? I'm interpreting this as the cap on promotional revenue, ie once I sell $X amount of product the promo ends?

It means nothing, because they can and will go over your budget.
It means you write the amount you are willing to "sacrifice" in total.
Say you want to give 20 people 10% off a $20 product, it would cost you $40. Your budget would be $40
